Teenager Arrested in Connection with Prolific Swatting Spree

In a major breakthrough, law enforcement officials have apprehended a 17-year-old teenager from California believed to be the notorious swatter known as Torswats. The arrest comes after an extensive investigation by the United States Federal Bureau of Investigation (FBI), spanning over a year. The teenager, whose identity is being withheld due to their minor status, is currently in custody in California and awaiting extradition to Seminole County, Florida.

Seminole County has been plagued by swatting incidents, including high-profile attacks on a mosque and a courthouse, over the past year. The Florida State Attorney’s office has confirmed that the teenager will face four felony counts related to acts of terrorism and showing prejudice based on race, color, ancestry, ethnicity, or religion. Prosecutors have decided to charge the teenager as an adult under Florida law.

Swatting attacks, which involve making false reports to emergency services to provoke an overwhelming police response, have been on the rise across the country. In recent months, prominent politicians, judges, and even the director of the US Cybersecurity and Infrastructure Security Agency have been targeted. Additionally, numerous schools and universities have fallen victim to relentless swatting campaigns.

The arrest of Torswats is a significant milestone in the fight against swatting. Private investigator Brad Dennis, who has been assisting the FBI in their investigation, expressed relief that the teenager’s reign of terror may finally be over. Dennis played a crucial role in capturing Torswats’ IP address and username, which were previously unknown to law enforcement.

According to evidence shared with WIRED, Torswats claimed responsibility for hundreds of false reports of bomb threats and active shootings at various locations across the US. The swatter’s methods involved using a commercial VPN to proxy network traffic, finding target addresses through online sources, and making calls using Google Voice. The calls often included recorded gunshot sounds sourced from the video game Counter-Strike: Global Offensive.

The FBI’s investigation into Torswats has been ongoing since at least July 2023 when they executed a search warrant and seized the swatter’s devices. The agency has been working closely with local law enforcement and utilizing the National Common Operation Picture – Virtual Command Center (NCOP-VCC) to track swatting activity in real time.

Swatting incidents have had severe consequences, including accidental discharge of firearms by responding officers and significant disruptions to educational institutions. The charges against Torswats reflect the seriousness of these crimes and the potential harm caused.

US Senator Rick Scott of Florida has introduced legislation to expand federal charges related to hoaxes to include swatting, with a maximum penalty of up to 20 years in prison for those convicted. Scott himself was a victim of swatting in December.

While the arrest of Torswats is a significant development, it remains unclear whether this individual operated alone or as part of a larger group. The investigation into swatting activities, including the LulzSEC group, is ongoing.

As law enforcement agencies continue their efforts to combat swatting, it is hoped that the arrest of Torswats will serve as a deterrent to others who may consider engaging in such dangerous and malicious activities.
