Venezuelan migrant Franklin Jose Pena Ramos, 26, who is accused of murdering 12-year-old Jocelyn Nungaray and cutting off his ankle monitor, was ordered to be held on a $10 million bond on Monday. Pena Ramos, along with another Venezuelan migrant, Johan Jose Rangel Martinez, is charged with capital murder in connection with Jocelyn’s tragic death. The incident occurred in Houston, Texas, where Jocelyn’s body was found in a bayou.
According to authorities, Pena Ramos and Rangel Martinez allegedly lured Jocelyn away after she sneaked out of her home. They reportedly tied her up, removed her pants, strangled her, and dumped her body in the swampy bayou. Pena Ramos cut off his ankle monitor just two days after Jocelyn’s body was discovered.
Both migrants waived their right to appear in court, and the district attorney’s office requested a $1 million bond for each of them. However, the judge set Pena Ramos’ bond at $10 million. Rangel Martinez had his ankle monitor removed earlier in May due to having no known criminal history and complying with required check-ins.
Jocelyn’s grieving mother, Alexis Nungaray, believes her daughter was taken advantage of by her killers. The funeral will be held on Thursday and will be covered by Texas furniture tycoon Jim “Mattress Mack” McIngvale.
The two Venezuelan migrants were apprehended at a local apartment complex where they had been living together as roommates. During the arrest, one of them attempted to flee by jumping over a balcony but was ultimately captured by authorities.
