Suspects Arrested in Connection to Break-in of Secret Service Vehicle Outside President Biden’s Granddaughter’s Home

Two suspects have been apprehended in relation to the break-in of a Secret Service vehicle parked outside the residence of Naomi Biden, the granddaughter of President Biden, in Washington, DC. Court documents and the federal law enforcement agency confirm that Robert Kemp, 19, and an unnamed juvenile were taken into custody earlier this month following a thorough investigation by the Secret Service.

Kemp has been charged with unauthorized use of a vehicle and theft from auto, as stated by the Secret Service. However, court filings in the Superior Court of the District of Columbia only list the unauthorized use of a vehicle charge against Kemp, who was released the day after his arrest on February 7. The stolen Toyota Corolla, which was used as the getaway car, is linked to the unauthorized use of a vehicle charge.

According to an affidavit, the Secret Service reported that Kemp managed to steal valuable equipment worth at least $1,000 from a black Ford Expedition, which is typically utilized by members of the first family. The stolen items include a police vest, night vision goggles, a portable router, and chemical sticks.

During the incident on November 12, 2023, a Secret Service agent assigned to Naomi Biden’s security detail approached one of the suspects and identified himself as “police.” At that moment, the suspect quickly jumped into the getaway car, and the driver reversed the vehicle, narrowly avoiding hitting an agent. In response, the agent fired his weapon at the fleeing car, although it is believed that no one was injured by the discharged bullet.

The juvenile suspect, a 14-year-old male, was arrested last Friday and charged with three counts of armed carjacking, unrelated to the Georgetown crime. The Secret Service’s investigation revealed that the juvenile suspect was wearing a court-ordered GPS tracking device, placing him in Naomi Biden’s Georgetown neighborhood at the time of the break-in. Additionally, fingerprints belonging to both the juvenile suspect and Kemp were found on a McDonald’s receipt and bag discovered in the recovered getaway car.

It is worth noting that Washington, DC has experienced a significant surge in carjackings and vehicle thefts since last year. In 2023 alone, the DC police received reports of over 900 carjackings and more than 6,000 stolen vehicles. This crime wave has even affected members of Congress, as exemplified by the carjacking incident involving Representative Henry Cuellar (D-Texas) near the US Capitol Building last October.
