In a harrowing ordeal that unfolded in southern Oregon, an unidentified woman managed to free herself from the clutches of her kidnapper by displaying exceptional resilience and fortitude. Authorities believe that her courageous escape from the homemade cinder block prison saved other women from experiencing a similar fate, as they now suspect the perpetrator, Negasi Zuberi, of being involved in assaults across multiple states.

According to the FBI, Zuberi posed as an undercover police officer when he abducted the woman in Seattle and forcibly transported her hundreds of miles to his residence in Klamath Falls. There, he imprisoned her in a crude garage cell constructed from cinder blocks. However, undeterred by the horrifying circumstances, the woman valiantly fought back, breaking the reinforced door until her hands bled, ultimately securing her freedom.

Stephanie Shark, the assistant special agent in charge of the FBI’s Portland field office, commended the survivor’s quick thinking and determination, suggesting that her actions may have prevented others from enduring a similar nightmare.

After managing to escape, the woman promptly alerted authorities, leading to Zuberi’s arrest the following day in Reno, Nevada, where he had attempted to evade capture. Zuberi now faces federal charges, including interstate kidnapping, and law enforcement agencies are diligently investigating to identify potential additional victims linked to his sinister actions.

Zuberi, who has used several aliases including Sakima, Justin Hyche, and Justin Kouassi, has resided in various states since 2016, potentially including California, Washington, Oregon, Colorado, Utah, Florida, New York, New Jersey, Alabama, and Nevada. This extensive geographical footprint raises concerns among authorities about the scope of his criminal activities.

Further details emerged in a criminal complaint filed in U.S. District Court in Oregon, indicating that Zuberi had solicited the woman, known as Adult Victim 1, for prostitution. He then deceived her by impersonating a law enforcement officer, displaying a badge, and subjecting her to restraints before subjecting her to sexual assaults during the journey to Klamath Falls.

The victim’s indomitable spirit became evident as she overcame her dire circumstances, relentlessly pounding on the cell door until she created a small opening. Bleeding from lacerations on her knuckles, she seized the opportunity, escaping through the opening, and fleeing Zuberi’s home. Her resolute actions led her to safety and allowed crucial evidence to be secured by investigators.

Zuberi’s arrest shed light on his elaborate plans, as investigators discovered incriminating items during searches of his residence and garage. Among the findings were the victim’s purse and handwritten notes, including one labeled “Operation Take Over” that contained a bullet list advising him to leave his phone at home and ensure his victims had minimal connections. Furthermore, a sketch for an underground structure made from concrete blocks, foam insulation, and waterproof concrete was also discovered, indicating Zuberi’s potential involvement in additional crimes.

The FBI suspects Zuberi may have used various methods, including drugging victims’ drinks, to gain control over vulnerable individuals. In light of these concerns, an investigation website is being established, encouraging anyone who believes they may have been a victim to come forward.

The gravity of the situation is further emphasized by the revelation that the rental property where Zuberi held the woman captive is owned by Klamath Falls’ mayor, Carol Westfall, and her husband, Kevin Westfall. The proximity of the house to a park and a highway adds a chilling dimension to this heinous crime.

As Zuberi awaits trial, facing charges including interstate kidnapping, transporting an individual across state lines with intent to engage in criminal sexual activity, his potential conviction could result in a life sentence.

This remarkable story underscores the resilience of the human spirit in the face of unimaginable adversity. It serves as a testament to the importance of swift action and cooperation between law enforcement agencies to bring perpetrators of such egregious crimes to justice.
