Rocha claims that his associates in the Mexican Mafia were inept and incapable of executing the proposed cartel deal without his guidance. However, he believed that the Mexican Mafia was being held back by members who did not share his vision for expanding their criminal enterprises.

After serving time in federal prison, Rocha was determined to restore the Mexican Mafia’s reputation and expand its influence. He orchestrated various criminal activities, including taxing local businesses and engaging with Armenian crime figures in Glendale. However, it was a more mundane extortion case that ultimately led to his arrest in 2009.

Facing a life sentence, Rocha decided to cooperate with law enforcement. Over 12 days in 2010, he provided investigators with detailed accounts of his involvement in drug deals, shakedowns, kidnappings, and shootings. The ATF and Los Angeles County Sheriff’s Department saw an opportunity to penetrate criminal organizations that had plagued prisons and communities, and they successfully convinced the district attorney’s office to use Rocha as an informant.

Equipped with hidden microphones and recording devices, Rocha’s cooperation initially seemed promising. However, the criminals he knew best were already under investigation, and his Armenian associates and Gonzalez Munoz were already targeted by separate task forces. It was only when the opportunity to negotiate with La Familia, a powerful drug cartel producing methamphetamine, arose that Rocha’s role as an informant gained traction.

The revelations from Rocha’s tapes have shed new light on the alleged alliance between the Mexican Mafia and La Familia. The recordings provide a unique perspective on the inner workings of these criminal organizations and the role of law enforcement in disrupting their activities.
