Two Arrested in Connection with Mail Theft Ring Involving Over 100 Victims

Two individuals, Joshua Hartmann and Jessica Zipkin, have been apprehended in relation to a mail theft ring that victimized more than 100 individuals across Chester and Montgomery counties. The arrests were made on Wednesday following an extensive investigation by law enforcement authorities.

The raid on the suspects’ residence at 49 Main Street in Spring City, Pennsylvania, witnessed by Laurie Borzumati, involved the blocking off of the road as police officers carried out various items. The criminal complaint reveals that investigators had been monitoring the suspects’ home, seizing their trash when it was placed on the street for collection. Upon examination, authorities discovered a staggering 786 pieces of stolen mail, implicating 143 victims.

According to law enforcement officials, Hartmann and Zipkin engaged in the theft of mail from mailboxes throughout Chester and Montgomery counties, targeting credit cards and packages. Disturbingly, some victims had their addresses altered, with credit cards and bank accounts opened under the suspects’ names. All of the altered addresses were redirected to 49 Main Street.

Borzumati, a witness to the raid, attested to the influx of mail addressed to various names that were not associated with the residence. She inadvertently received licenses in her own mail that had been fraudulently created in the suspects’ names and those of other individuals.

Further investigation revealed that Hartmann’s mailbox contained the names of at least eight individuals who did not reside at the location. Additionally, PennDOT had identified 19 additional names linked to the address.

Both Hartmann and Zipkin now face a multitude of charges stemming from their alleged involvement in the mail theft ring. The investigation involves multiple law enforcement agencies, including the postal inspector. However, these authorities declined to provide any comments regarding the case to Action News.
