A fatal shooting occurred Thursday afternoon outside the Washington View Apartments in the 2600 Block of Douglass Road, Southeast D.C., according to the Metropolitan Police Department. The victim, later identified as 37-year-old Joshua Starr, was found with multiple gunshot wounds and was pronounced dead at the scene.
Initial reports from the police suggested that they were searching for a shooter in a school uniform. However, Seventh District Commander Lashay Makal later clarified that this was preliminary information and not the official lookout description. The exact motive behind the shooting remains unclear, with both robbery and personal dispute being considered. Commander Makal indicated that several witnesses were present during the incident. The police are hopeful that someone will provide details to determine whether they are searching for one or multiple suspects.
Commander Makal appealed to the community for support, emphasizing the family’s grief and urging anyone with information to help bring closure to this act of violence. Residents in the vicinity reported hearing screams both before and after the gunfire. The nearby KIPP DC Douglass campus was briefly locked down as a safety precaution.
Community activist Dyrell Muhammad expressed his sorrow and concerns regarding the persistent gun violence issue. “The tragedy, especially occurring in broad daylight, emphasizes the urgent need to address the underlying mental health problems affecting the youth,” Muhammad stated.
This incident occurred not far from where Rep. Henry Cuellar’s (D-TX) vehicle was located following his carjacking in the Navy Yard neighborhood earlier this week. However, Commander Makal stressed that there is no current evidence linking the two events.
This crime is the latest in a string of shootings in Washington D.C.
