A 24-year-old man, Edgar Ivan Mendoza-Uribe, has been arrested and charged with kidnapping and sexually assaulting a woman in Concord. Mendoza-Uribe, a resident of Vallejo, faces multiple felony charges, including kidnapping, sexual battery, assault with intent to commit another crime, and evading police. He is also charged with a misdemeanor hit and run offense. His bail has been set at $1.2 million.
The incident occurred when the alleged victim, who remains unidentified, bailed from Mendoza-Uribe’s moving car to escape. She called 911 but was unable to provide clear details of the situation. The dispatcher heard her screaming at Mendoza-Uribe to stop the attack, followed by sounds of a struggle.
Police were able to trace the location of the call to an area in Concord. An officer noticed Mendoza-Uribe’s vehicle traveling at a high speed of over 100 miles per hour. Mendoza-Uribe eventually crashed the car on Port Chicago Highway and fled on foot.
The victim, located by the police, reported that she had been leaving a 7-Eleven on Monument Boulevard around 2 a.m. when Mendoza-Uribe approached her in a Honda Accord. After opening the car door to better hear him, she was pulled inside and subjected to unwanted physical contact. In an attempt to escape, she leapt out of the moving car while it was turning on Ygnacio Valley Road, resulting in minor injuries.
Mendoza-Uribe was arrested on the same day as the kidnapping when he went to the Concord police department to report the Honda stolen. His next court date is scheduled for September 7.
