Indianapolis Police Release Body Camera Footage of Fatal Shooting of Black Man

The Indianapolis Metropolitan Police Department has released body camera footage showing the fatal shooting of Gary Harrell, a 49-year-old Black man, by Officer Douglas Correll. The incident occurred on August 3 during a traffic stop on the city’s northeast side. According to officials, Harrell was fleeing the traffic stop with a gun in his hand when Officer Correll shot him in the back. The police department provided aid to Harrell until medics arrived, but he was pronounced dead at a hospital.

The released video, narrated by the police department, shows Officer Correll stopping Harrell’s vehicle for suspicion of reckless driving. Harrell initially got out of the car and briefly interacted with Officer Correll. He then returned to his vehicle, stating that he had just been released from prison. Despite being told not to, Harrell got back into his car and emerged, holding a handgun in his right hand and a cell phone in his left. A brief foot pursuit ensued, during which Officer Correll repeatedly told Harrell to stop and drop the weapon. Within seconds, with Harrell’s back turned and looking away from the officer, Officer Correll fired two shots, hitting Harrell once. The video does not clearly show Harrell pointing the firearm at the officer.

The Marion County Coroner’s Office ruled Harrell’s cause of death as a gunshot wound to the chest and declared it a homicide. The shooting is under investigation by the department’s Critical Incident Response Team, and an internal affairs investigation has also been initiated. The Black Church Coalition of Indianapolis has called for an independent investigation by the U.S. Department of Justice into Harrell’s death and a civil rights investigation into excessive force on Black citizens by the Indianapolis Metropolitan Police Department.

The Concerned Clergy of Indianapolis has expressed its concerns over Harrell’s death and called for justice reform to address acts of violence against Black residents. Pastor Peris Lester of Phillips Temple CME Church criticized the officer’s actions, questioning why he is still being paid and why the chief of police is not concerned about the loss of a human life.
