Former Employees of L.A. County Federation of Labor Implicated in Recording of Racist Conversation

Former employees of the L.A. County Federation of Labor have been implicated in the recording of a racist conversation that caused a stir at City Hall, according to L.A. County prosecutors. However, felony charges will not be filed, leaving it up to City Attorney Hydee Feldstein Soto’s office to decide whether to pursue misdemeanor charges against the employees. The prosecutors’ decision was outlined in a memo released on Friday.

The memo reveals that Santos Leon and Karla Vasquez, who are married and worked at the labor federation, resided at a residence associated with an Internet service provider address. This address was linked to an email account connected to social media posts that brought attention to the audio recording. The covert recording captured racist and derogatory remarks made during a 2021 conversation at the labor federation’s offices involving City Council President Nury Martinez, Councilmembers Gil Cedillo and Kevin de León, and labor federation boss Ron Hererra.

The Los Angeles Police Department (LAPD) presented a case to prosecutors in January, requesting charges against Vasquez and Leon for illegally recording a conversation and wiretapping. Search warrants were executed at their Eagle Rock home in July, revealing that the recording had been posted on Reddit between September 19, 2022, and October 6, 2022. The recording was then amplified on Twitter by recently created accounts. Both accounts were traced back to the Gmail handle “,” which was linked to the IP address at Vasquez and Leon’s residence.

While prosecutors acknowledged that a crime had been committed by one or both individuals, the LAPD could not determine the method used to create the audio recording, identify the device involved, or establish who uploaded it to Reddit. Vasquez and Leon declined to provide statements and are represented by separate counsel.

The memo states that the LAPD recommended charges for the October 18, 2021 conversation involving Herrera and the councilmembers, as well as a September 30, 2022 phone call with Herrera and another individual that involved wiretapped communications. Last year, a forensic investigator hired by the Federation of Labor discovered sound-editing software on Leon’s computer and reported the findings to the police. Neither Vasquez nor Leon cooperated with investigators.

Prosecutors justified their decision to refer the case to the city attorney’s office by noting that neither suspect has a criminal history, and similar charges have not been pursued as felonies in the absence of such history or other counts related to fraud or corruption. The city attorney’s office has yet to comment on the matter.

Vasquez’s attorneys, Michael Goldstein and Hagop Kuyumjian, expressed their lack of surprise at the referral to the City Attorney’s office and maintained that their client had not committed any crimes associated with the leaked recordings. Leon’s attorney, Bob Schwartz, stated that his client was relieved and gratified, denying any wrongdoing. It remains unclear whether Leon is still employed by the federation, as he was placed on leave last year.
